Get the downloadable Communication Center:
Download the HTML file and all the necessary images (packed in a ZIP file format).

Extract the ZIP file:
Use your favorite ZIP program to UNZIP the file into a folder of your choice.

Edit the HTML file:
Open the icqcenter.html in your favorite HTML editor and follow the instructions written in this file (within the comment tag &LT;!-- INSTRUCTIONS --&GT;)
